However, given the Feds propensity to initiate a program &amp; then throw it back to the individual states to administer as they see fit will result in yet more confusion.

Case in point. The whole conversation about a Commercial Drivers License was to end up with one universal license &amp; test procedure. 

Handing it back to the states resulted in 50 different testing procedures and licenses. In addition the costs of getting them has quadrupled in most cases.

The result has been more confusion &amp; costs to the trucking industry than the system it replaced ever generated.</description>
